These roles are carried as OAuth2 scopes on the access token and enforced by the API when security is enabled. In local no-auth mode the checks are documented here but not enforced.

Request a promotion

A promotion moves a validated change to a target environment. It must reference the evidence record produced by the execution fabric and pass through approval before it can be executed.
